TBR, the College System of Tennessee, invites colleges to submit proposals for Success & Innovation (S&I) Competitive Grants Fiscal Year 2027-28. S&I Competitive Grants advance TBR's mission of Success & Workforce Development by enabling colleges to test promising approaches, implement effective practices, and generate learning that benefits colleges across the system.
Purpose: Support college-led innovations aligned with TBR 2035: Building Tomorrow's College to advance student success and workforce development while building evidence and sharing learning about effective strategies.
Eligible Colleges: TBR Community Colleges & Tennessee Colleges of Applied Technology
Deadline: Monday, March 1, 2027, at 11:59pm CT
Award Notification: April 2027
Start Date: July 2027
Full RFP: View document repository for helpful tools and resources: Complete RFP Document, Scoring Rubric, Data Guide, and FAQs.
Program focus areas: Each proposal must advance one of the three strategic priorities established in TBR2035: Building Tomorrow's College. Additionally, S&I Competitive Grants will support three funding pathways which will allow colleges to develop potential solutions to student success challenges, test promising strategies and build evidence, and implement or expand approaches that are ready for broader institutional use.
Funding amounts: Funding will range depending on Strategic priority and funding pathway. This range is from $5,000 to up to $200,000. Smaller grants could be for planning and developing ideas, while larger grant awards could be for implementing a large scale, multi-campus or multi-institution initiative. In total, $1,000,000 will be available for new awards.
Application limits: There is not an application maximum. As the lead applicant, a college is unlikely to be funded more than twice in any of the three Strategic Priority areas. Proposals may sometimes include additional college partners; participation as a partner in another college's proposal does not count toward the funding limit.
This is the start of the FY 2027 block grant cycle.
Funds are to be used for financial assistance, programs, and support services designed to increase access, innovation, and success for individuals who are less likely to attend college, as well as programmatic efforts to support the institution’s mission and strategic plan goals related to student success.
Funding for personnel or staff positions, operations, or ongoing costs are not allowable.
Please refer to the funding letter to complete this form. As referenced in the funding letter, this is how to submit the proposed budget, proposed activities, and scholarship criteria and applications. There should be only one submission per institution. This is required to receive any block grant funding.
